HB 290 is not an amendment to an existing law. The committee behind the family care act is Human Relations and Aging. Tommy Benton is the chairmen of human relations and aging committee There was no sub committee.
During a public hearing where the Family Care Act was discussed, a woman named Dawn, who works as a Public Policy Development Specialist for the GA Council on Developmental Disabilities, was there to share her testimony. According to Georgia Jobs/Family Collaborative, the GA council for Developmental Disabilities has been a huge support of Family Care Act since it was first introduced. "It was their members and staff who first met with Rep Katie Dempsey (R-Rome) to explain the needs of their constituents and ask that she introduce legislation" ( Georgia Jobs/Family Collaborative).
It is not clear if there were any lobbyist against bill. The family care act was withdrawn and resubmitted to Human Relations and Aging committee. This is the bill's second time being resubmitted.
Throughout the course of the legislative process the bill changed. The structure became more clear and the days of sick leave changed from 7 to 5. The decrease days of sick leave appears to be a negative change. However, it is not stated whether this change was made due to conflict or restructuring. This change could have been made in order to present the bill in a more favorable light.
